Katrina happened in 2005. MYH Harbor was significantly damaged. Harbor rebuild mostly completed in 2020-2021 (15 years to rebuild a harbor). The man that ran NOLA and that was responsible for it's infrastructure lead this city from 2010-2018. He could not get a floating dock harbor built in his 8 years of leadership. This same person is now in charge of a trillion dollar infrastructure program for the country. Maybe someone with a little more construction or contract administration could have been found. Maybe someone with a little better track record. Don't get me wrong, he is good at tearing things down.
