It's been my observation that a "wet" sailed boat can be just as fast as a "dry" sailed one....IF...the owner is willing to invest the time/effort/$ into keeping the bottom slick. Therefore, I submit that a +3 rating benefit is just empowering owners to be lazy and cheap.
